You can't play football at a different level within the NCAA. Assuming Bellarmine goes forward with football, it will either be FCS or NAIA (which is permissible since it's outside of the NCAA's jurisdiction). This rule is basically why the Patriot League exists -- otherwise all those schools would play D-3 non-scholarship football while keeping their D-1 basketball program.

You used to be allowed to play another sport (not football or basketball) up a level, but other than some grandfathered members (Dallas Baptist and NYIT baseball come to mind) and exceptions like hockey where there isn't a D-2, that's no longer allowed either. I don't think you were ever able to play any sport down a level though.
