The excuse that nobody will play at JMU is complete and utter Bs.
The real answer is that teams won’t play at JMU for the amount of money they are being offered.
If the price is right, teams will sign to play at JMU without a return game.

I honestly don’t know if any of those three offer the maximum 63 scholarships.

Robert Morris and STFU are both NEC teams - which now offer 45 athletic scholarships. (However, they apparently can offer an additional 18 "need-based" scholarships coming from sources outside the athletic department to get them to 63.)

Morgan State is in the max-scholarship MEAC.
