I don't think they've finalized the plans yet. I think they're planning on going ahead and closing in the horseshoe as well as the upper deck on the student side. I think that was clear when they tore down the visitor locker rooms. Although, they first said that the visitor's locker rooms would be done by the season opener, McCaw has since walked that back saying that they hadn't finalized those plans yet either. My guess is they're going to go straight to 35,000 rather than doing it in stages.
I hope your are right as that seems a wiser plan to go to 35k rather than in stages to get to that point. I'm going to Altavista next week for work and will make a visit to Lynchburg and ride through the campus. I have not been back since they removed the visitors lockers. I've been to games there when 19K+ were rocking the stadium. If it's 35k for the 2019 season that will just in time for the Syracuse opener.
