The original announcement was not clear.

It was never possible to finish Phase 2 by December 2024 based on construction timetables since the students would not have had access to either Kap or the new Sports Performance Complex.

As for funding, the state requires 75% funding to sign contracts which was what stopped this in 2019. They have met this threshold for Phase 1 but not Phase 2. Finally Phase 1 is needed for Title IX compliance efforts.

The ALL In campaign will focus the capital part of its efforts to address the Phase 2 shortfall with a fundraising deadline of 6/30/23.
