Don't get me wrong: I'd much rather play local FCS teams in the Spring, I'm just pointing out what the current rules do and don't allow.

I'd rather play them at the end of August.

Several reasons. First, both teams would have their full rosters available to play. Second, by the end of August, college football fans are seriously jonesing for something besides golf to watch. Third, you could still keep your spring game in addition to this. It doesn't have to be either/or.
