No, that would require an NCAA rule change. However, there is a little-used rule which allows teams to play a pre-season game against a foreign school (much like many basketball teams already do, but it also applies to football). Something to think about...

VT versus Toronto and UNC versus McGill?

Don't get me wrong: I'd much rather play local FCS teams in the Spring, I'm just pointing out what the current rules do and don't allow.

I'd rather play them at the end of August.
