Your response DOES not refer to any LEGISLATION, only some guidelines drawn up by the Board of Regentsl who CANNOT legislate. I would still like to see the link and if there is in fact one that does that then man I stand corrected and will apologize.

UNO has now been brought into the system and your President is referring to all of you now as regional comprehensive universities, no partiality drawn between any of the nine in the current system.

Unless I am sadly mistaken, the BOR has been delegated legislative authority to govern ALL higher education in the State. One would logically conclude [a reach for you, I know] that a BOR designation is a de-facto legal status, so long as it does not conflict with other law. In this case, note that only the pukes are referred to as a 'Flagship University', thus conforming with the law as written.

The state legislature established the Board of Regents and assigned them the responsibility for operating and supervising the universities. The BOR does not and cannot initiate a law, only a rule or guideline which they can change or delte even one minute after the agreement is made. Their decisions are not law.

While I agree that their decisions are not 'law', while in effect they have the force of law. If you don't believe that agency regulations have the force of law, try not filing a tax return.
