I read this as "meh, whatever..." pretty far from "urging".

Rachel Madow of all people interviewed someone who indicated that the singular pathway for iodine to get in people's systems was for it to enter the food system through grain, for cows to ingest it and then for people to drink the milk from those cows. He seemed to indicate that iodine pills were not of value for even those in the immediate area. I don't really know how it enters the human body.
