What it probably means in context is that the water level dropped below the fuel rods, which is bad because that increases the risk of meltdown. They already have two reactors that are essentially ruined which could have melted down to some extent, we don't know yet. They already have had two serious explosions. And now we're repeating the same on reactor two. They are sitting atop a powder keg playing with matches. You may feel fine and dandy with setting off massive explosions at a reactor site, but I would prefer to avoid it. Moreover, radiation *IS* leaking to some small extent at the site. Where is it coming from?
