The moratorium was in place while the NCAA decided what to do with the membership requirements.

Now that the NCAA has decided what the entrance requirements for FBS programs are going to be why would there be a need to put a moratorium in place?

Eventually you'll start to lose a competitive balance if you have too many teams playing at the FBS level.

I don't think you have competitive balance now. You have the top half of the SEC, a couple Big 14 schools, a couple PAC schools, a few Big 12 schools, and a couple ACC schools....and then everybody else.
