A new moratorium would assure that the Sun Belt goes the way of the WAC. That may be the intent. With the former Big East having essentially switched sides, the power conferences no longer hold a majority vote on FBS matters even with the destruction of WAC Football. They need one more conference to drop out, and it's not going to be the MAC.

The AD at Old Dominion is on public record as expecting another moratorium to be forthcoming.
