Yea, I think it has. There is a big difference between mid 90's and now.

the fact that williams had 3.5 yds per carry, which was one of the worst in the league, means that it was a bad season for him, the only reason he got to 1300yds was b/c of all the carries he got

So in your opinion how many yards must a running back gain in order to have a good season?

I would argue that the number of carries a running back gets means more than the yards per carry, Ricky led the league in carries. The more a back touches the ball the more it wears on the defense, it doesnt matter if he runs for 2 yards or 5 yards it still wears on the defense.
He is one of the best backs in the NFL because he is one of the few that can carry the ball 25+ times every week.
The fact is the dolphins were 9-2 when he had more than 20 carries and they were 1-4 when he didnt.

I think 1500 is the mark. The mark should be a mark where only 6-8 guys get it.
I agree though that carries is an underrated statistic. That is what made Eddie George so great, but is also why Eddie is done after nine seasons.

This past season 6 guys rushed for over 1500 and this is the first time that has ever happened. As recently as 2001 only 2 players rushed for more than 1500 yards. Also as recently as 1993 the person who led the league (Emmit Smith) did not reach 1500 yards.
My point is 1500 yards is still a pretty loftly plateau, I think 1300, or maybe even 1200 is more reasonable.
