Paez 4th round as a Jr. signed for roughly $475,000
Remillard 10th round Sr. signed for $10,000

That's true most of the time but there are exceptions. Humpal was a late round pick in 2015 (36th rd) but came back and was taken in the 9th this year. (slot was 167K)

Humpal didn't sign for slot though. He probably signed for about a 10th of that. They used the rest of that money to give a bonus to some bigh High School product they signed I imagine.

You're absolutely correct. Since the slot was put in a few years ago, teams have a finite amount of bonus money to work with. Teams are taking seniors higher in the draft now and paying them very little in bonus money so they can take the rest of the slot and use it to sign higher and better prospects. The good news for the senior draftee in the top ten rounds is, teams will frequently give them more of a shot since they were drafted higher.
