I think it was just a huge casting call and audition process. This new Spider-Man is the true high school version, so they cast an actor that is 19 and looks 15.

Sony pretty much had to make this deal with Marvel Studios. The general public is tired of them rebooting the franchise so the only logical way to continue making Spidey movies was to strike a deal with Marvel. He will now be an Avenger and the other Marvel characters can appear in Spidey solo movies. I believe Sony still owns all of the rights to the character, but they are allowing Marvel to produce and co-finance the new Spider-Man movies.

Apparently they were going to use the kid from Hugo (Asa Butterfield) but he made a subtle acknowledgement of the role and they moved away from him.

I don't think they had a huge casting call. They knew their direction, had some choices and they auditioned.
