The growth rate of I-A has been slower than the growth rate of Division as a whole so there isn't a real problem.

What makes them mad is that schools like Boise State, Marshall, Arkansas State, Louisiana-Monroe, etc represent about 1/4th of all I-AA title game appearances and they have left for I-A. Or maybe their beef is people like South Florida, Buffalo, etc that never did anything at the I-AA level before moving.
I know Georgia Southern strongly considered moving up at one time but their stadium only held around 16,000, and they had a way to go before building up their attendance to support a 30,000 seat stadium.

In retrospect, maybe they should have moved up with Idaho, cuz Idaho has no problem maintaining their d1a status.

I think a 30,000 seat stadium on campus should be enough to qualify any school as a d1a program. To invest in a 30,000 seat stadium demonstrates a strong committment by the school.
