Uhhhh let's slow down and put our thinking caps on everyone. We might be highest on a percentage of total revenue basis but that's not the only way to look at these numbers. There's lots of other schools, in Virginia alone, that charge more per student in athletic fees. If I'm a parent or an 18 year old who is concerned with how much of my tuition is going to athletics, I care much more about the latter.
From a PilotOnline article 2 years ago discussing the legislation:
"...VMI ($1,702) and William and Mary ($1,665) charge more in student athletic fees per year than NSU ($1,545), ODU ($1,429) and JMU ($1,331). Virginia Tech ($282) charges the least."
I can't believe no one has said this yet... But to me it points to a much different issue, a lack of significant contributions to the school from alumni. Our alumni base is small and young compared to a lot of our "peers". It's going to take time.

That is true, these usa today budget pages aren't showing the per student payment per year, which it definitely should to really paint the picture better.
Most people whining about our fees are assuming we're charging 80% fees to 5-10k students, assuming we're some small school. They don't realize how big JMU has become. 21k students.

JMU is leaving a lot of revenue on the table too. If Rowe can get the MBB humming in conjunction with a new arena, then that weak link will become a strength. And, I think coming off the national title season, we are seeing an increase in tickets sold (and contributions in parallel) for football. If - no, make that WHEN - the Dukes successfully defend our crown with another one, football could and should be raking in even more money.
And, from more fannies through gates, there are less tangible (at least reported) revenue streams regarding apparel, concessions, etc.

Yep - our spending/revenue numbers "cluster" with the AAC schools. We massively outspend most of the CAA and also schools like NDSU/SDSU. Only UD is in the same ballpark spending wise, and even there it's not that close.
In terms of Virginia schools, it's UVA, VT, JMU, ODU. Everyone else has a much smaller athletic budget.
To me, these budget numbers are an indicator of who our "athletic peers" should be. We are a 10 ton gorilla in FCS beating up all the midgets.
You can't compare total budgets to compare us to others in FCS football. You need to compare the money spent on football only and I believe those numbers would be comparable to others at the high end of FCS. The difference for us is the amount of money spent on every other sport, which no one on our level supports near the same level.

As a parent who paid for tuition and living expenses, I did not care how it was divided up. I only cared about what it cost.
The reason why JMU tuition is low and fees are high is JMU has more flexibility with where it spends fees. Carrier knew this loophole in the law and used it to his advantage. He saw where money needed to be spent and the student fees allowed him to allocate funds there. It took the state a long time to figure it out and Mr. Cox closed the loophole.
You guys spend way too much energy on student fees. How do you think the new rec center was built? How about intramural fields? I imagine some of the new D Hall is being funded with student fees. Let's not pretend it is all going to athletics.

Lin Rose told me years ago that the state made spending difficult due to budgeting restrictions. If he had excess funds in the rec center budget he could not reallocate those monies to the library's budget. This meant he would have to close the library earlier than the rec center due to funding. This was just an example but his point was that the school had the money but the state makes schools allocate to each bucket and the schools can't take from one to the other. Carrier being the guy who was always looking to get around road blocks started raising fees instead of tuition because fees are not restricted the way tuition is.
Years ago VT, UVA and W & W all threatened to go private due to the states restrictive policies. They all had the private funding to do so as they were all taking 15% or less of their funding from the state. The state grouped them together in a separate "category of schools" and allowed them to operate more independently to keep these schools as state schools.
I hope this information will stop the constant whining about fees at JMU. The money is used to run the operations of the university. It also allows JMU more autonomy as to where it is allocated.

They're referred to as "Tier 3" universities. VCU is in the process of becoming one as well by 2018. I wish JMU would become one as well but we may have to reach the vaunted National University status first.
