President who had the greatest impact upon the nation both during and after term
Intentionally kept this vague and open ended to draw out a variety of responses. Remember evaluation is not just for the impact of what they did during their term but how their policies and what they tried to get accomplished during their term affected the nation going forward

I go with Lincoln for these reasons

1) Much of the completion of the Transcontinental Railroad took place during his term and was nearly completed during the Johnson/"2nd Lincoln Presidential Term". The 2 teams met in Utah in March just 6 weeks after Grant took the oath of office.

2) The Alaska Purchase, while it was not completed during the Lincoln Presidency; all of Lincoln's cabinet were present for the" Johnson/ 2nd Lincoln Presidential Term" including Secretary of State Seward who completed the negotiation of terms with the Czar's Representative. America has benefit in a huge way from the purchase in mineral and material wealth plus the fact that if Alaska had been in Soviet posession during the Cold War, the chance of that war turning hot would have increased dramatically. USSR with a 1,000 mile plus land border with Canada and another North American Presence in addition to Cuba, yikes!

3) Civil War and Freeing the Slaves.

Just for sheer impact (good or ill, short- and long-term), the top 3 are unquestionably Washington, Lincoln, and FDR.
