I disagree with you on that somewhat. A moderator could be useful, mostly in a break glass in case of emergency way.

If it's nanny state oversight you seek, we already have it in Officer Jim Lahey. He's not a model authoritarian figure, but he's the best we've got. He's definitely a glass-breakin' kind of guy.
