Wood Selig's announcement for COA funding reflects an administrative ruling for the disposition of athletic funds according to their own desires. This ruling will stand unless there is a federal or state law suit challenging that ruling. IF that law suit is successful, then the administrative ruling will be declared illegal and new plans must be made based on the court's ruling.

What has been lost in all this legalese is that the whole thing started as just a request that scholarship athletes be provided pocket money for occasional travel home, date nights or just going out late for a snack. When this modest request was stonewalled by the schools and the NCAA, the obvious unfairness attracted more extreme requests - including a union - and here we are. As it was, ALL funds were paid from the athletic dept. directly to the coffers of the school with none for the athletes (unless they accepted illegal funds from coaches or boosters).
