I believe Dr Rudd is only referencing that the student's don't pay and aren't counted as paid attendance. Walk ups are included in the paid attendance.

It's been far too long since I've entered a game as a student. Back in my day, all you had to do was show your student ID and they gladly allowed you in. Pretty sure no one counted us back then either.

Same here. Once I graduated, I had a friend that was still in school. I had him go to the office and report a lost ID. They processed it and handed him a slip of paper to take to the next room (or something) to have his photo made. He handed it to me, I had the picture made and I had a new photo ID with his name on it. :) Wasn't the worst of things I did back in the day.
