Perhaps the government could pay for it...
I would like to see a study on office productivity and its inverse proportionality to internet bandwidth during the second half of the month of March every year.

You mean throughput not bandwidth and you don't need a study for it. My company sets up an internal multicast of the games so as not to negatively impact business. Works much better than blocking streaming which is both an administrative challenge and usually circumvented by knowledge workers anyway.
