Confirmed: Many of Obamacare's 'Eight Million Enrollments' are Duplicates - smn1256 - 05-10-2014 10:12 AM

We've been throwing cold water on the administration's so-called exchange "enrollment" figures for months, and for good reason: They're incomplete to the point of deception. The Washington Post reported back in November that official tabulations were including anyone who's "selected a plan," which is the equivalent of placing an item in a virtual shopping cart online, regardless of whether the check-out and payment steps ever took place. At Kathleen Sebelius' behest, the House Energy and Commerce Committee contacted every insurer listed as a participant in the federal exchange at Healthcare.gov in order to discern how many of these "sign ups" translated into paid enrollments. The initial batch of information, based on data through mid-April, revealed a paltry payment rate of 67 percent. When the official totals are finally revisited to include the state exchanges (whose performances are widely varying), and numbers from the late sign-up surge, the final payment statistics will likely shift. Some large insurers testified today that they've experienced payment rates in the low-80s range, which is closer to experts' estimated ballpark prior to the release of the committee's report -- problems with which we highlighted here. What is almost certainly the case is that the genuine enrollment figure is seven figures lower that the White House-touted one. Duplicate policies are one of many reasons there will not be 100% paid. No one ever said there would be 100% paid and duplicate policies along with other reasons were factored in.

You didn't mention that duplicate policies mean the 8 million number is bogus.

As hard as you want it to be so, it just isn't. 8.14million signed up, not put it in a shopping cart, not visited the site, or anything else. They signed up, the application was excepted and the insurance company sent out a bill. Not everyone that gets a bill pays it. Some might have gotten two bills because the signed up and resubmitted later when it appeared their paperwork didn't go through. They are only going to pay one of the two bills. 03-zzz

03-zzz It isn't bogus, it is the number that signed up. The CBO estimate, originally 7 million, later downgraded to 6 million was the number that would sign up, not the number that would ultimately end up with a policy. No one has ever contended that everyone that signed up would ultimately pay. It is called churn and it has always been a factor in the individual market. In years past it has run between 90-95%. In fact the CBO estimate for signups will end up being matched or exceeded by the number that actually get a policy!

But so sad at the same time. The ultimate goal was ensuring that quality, affordable health care was available for everyone. Estimates at the time ranged from 30-40 MILLION.

Now, survey says about 2 million are "newly insured". Great. This is the "signature legislation" from 6 years, a Trillion dollar debacle of a website and throwing the entire health care delivery system into chaos, and very likely extending the entirely crappy "recovery" we hear so much (not) about.

Great work, progs. Government knows best, damn the private sector and, you know, actual markets and stuff. Useful idiots. Baghdad Bob would be proud.

You saying it is so in print doesn't make it true. The 8.14 million does not include people that simply placed it in a cart. It is people that checked out. It is correct that some people went through the process twice and will only pay one premium. Those are the double counts and they are included when subtracting those that don't pay their first premium ( aprox. 1.1 million) from those that signed up (8.14 million).

source? The most recent surveys I have seen put the number of newly insured at between 9-11 million. (Rand & Gallop)
