English football fans had a pretty notorious reputation at that point, and Liverpool in particular because of the Haysel Stadium disaster four years before (English clubs were still under a ban from playing in Europe when Hillsborough occurred). I suspect that's the main reason the police were able to get away with the coverup for as long as they did. Stephen Gerrard lost a 10 year old cousin in it. He was pretty emotional after the Manchester City win this weekend, when they held the 25th anniversary memorial.
