As I mentioned on the other board there already are penalties if ANY school leaves the BE which has NOTHING to do with the TV contract:

$5 million and 27 month notice

Sounds like the penalties would be against the conference that signed the contract, not against the teams leaving.

I think you're right. The Big East got penalized originally when Miami and friends bolted, so this is probably similar.
