After reading all the P5 going to D4 threads I just want to make sure that I got it right. Sometime in the next few months the NCAA will vote to grant the P5 the right to set some rules for themselves. The rest of the DI conferences will have the choice to whether or not to implement whatever rules the P5 make. Otherwise there won't be an actual split. If this were to happen, and it looks like it will, then the first major change will be stipends. Is this right?

If it is. My first question will be who will set limits on the stipends. Can, in theory at least, the G5 announce a higher stipend than a P5? Let's say B1G announces a stipend of $5000/year for each student athlete. Can the AAC set a rule for stipends starting at $6,000. Or will the P5 set stipends up to a set amount that no other conference can go higher.

Also as a Sunbelt conference fan. I'm curious as to how stipends will affect JMU or Missouri State's decision to move up. I'm almost positive that the Sunbelt would pay stipends if implemented. Now I'm curious if the CAA or Missouri Valley Conference would also pay for stipends.

CAA might not be willing to pay stipends in any sport while the MVC is more likely to be inclined because of their status in basketball.

Absolutely. All G5 conferences will be willing to pay to keep up with the P5, at least in this regard. How much I can't say, but that student athletes will receive some form of stipend, if the P5 passes such a rule, is a foregone conclusion.

There is a gap between what an athletic scholarship pays for and what the schools indicates is the "full cost of attendance" at the university in question. The maximum amount of the stipend for any conference cannot exceed this amount, otherwise the excess is effectively "paying" a student. No university wants to enter the employee-employer quagmire with its sports teams.

The stipends amounts of 2-4K that are being discussed would not exceed this full cost of attendance. As best I can tell, if the P5 implements these stipends, the G5 (and any other D1 schools could also do so). There is no reason any other conference could offer a stipend that was higher or lower---as long as they did not exceed this full cost of attendance amount. That said, stipends might reduce Pell Grant money, so for some students, they might not affect their financial situation at all. Nobody really knows how that will work.

If aid programs are run properly, the students in most need of a stipend are already in the Pell program, so it will be interesting to see how this works.

Hopefully there is a better definition, otherwise schools are going to inflate their "cost of attendance" so they can pay whatever they want.
