Surprised that Indianapolis isn't bidding.
One issue with most of the NFL stadiums is that they might be hosting a playoff game on Saturday or Sunday just before the Monday national title game. Most, not all. As part of their sales pitch, the Jacksonville group can point out that their NFL team has no chance of hosting a playoff game.

At least at an indoor facility, the venue can have a "college" turf and a "NFL" turf that can be switched in a matter of hours. Even if the venue only has one turf, the field can be repainted.
With an outdoor surface, painting the field for a short turnaround could be problematic in wet weather. An indoor venue has a leg up on an outdoor venue in that regard.
Of course, an NFL team has a 2 out of 16 chance of hosting a playoff game that weekend anyway. I'm sure the NFL can work around it. The main burden may be finding suitable practice facilities for the teams in the CFP title game. Hotel rooms would also be at a greater premium in the host city that weekend.

Yeah, Rittenberg should know better.
The intent I'm sure was to play up to the well-understood reality that bowl and championship games mostly don't get played in "Big Ten territory".
With the Big Ten Championship game seeing a huge decline in attendance last year I'm thinking that they don't want even more competition for fan dollars in the city.

Atlanta will bid on 2018 CFP title game, but not 2016, per a press release issued today.
(Atlanta can't bid on 2017 b/c they host a CFP semifinal in 2017.)
