Isn't it a matter of pure economics? If you are buying a win, why not buy the cheapest win you can find? Also, do non-D1 games affect your RPI strength of schedule?

Non D1 games are not included in RPI rankings, so I don't think they could count against your strength of schedule.

I posted about this above (I guess now below). It's cheap and doesn't hurt your RPI. That is the reason many teams do it. If we had been reasonably successful in our OOC games (7-6 rather than 3-10) we'd probably be looking at an NIT bid with a win or 2 in the tourney.
