It is also taxpayer friendly, keeping the cost of punishment down by keeping minor offenders out of crowded jails. This makes the punishment for a crime much more visible to the public at large. If a shoplifter goes to jail, the public doesn't see them. Jail sends a message to the criminal only. This approach sends a message to the thousands of people walking in and out of the store.
