Fine, you're in the middle of the pack. If you're in the middle of the pack, you need to bring more - market (i.e. revenue to the league), excellence in other sports, financial backing to show that you can get the rest together. You don't. We could get ULL, Ark State, W Ky or FIU from the sunbelt and they would bring competent football teams too. Tulane, Memphis and UAB can put bowl teams out there when they get good coaches anyway, just like the rest, and have a lot more money (at least Tulane and Memphis do by a massive margin - it's hard to tell with UAB with UAT down their throats).
You may get the call - you're square in the middle of C-USA geographically and it's for sure that Tech wants this. These are tough decisions for the presidents.
I don't think ULL, Ark St, FIU, or WKU has proven they can be a middle of the pack CUSA team. These are 4 of the worst programs in the country over the past 20 years. (WKU was a good FCS team though and seems to be improving at the FBS level).

And in the last 10 years Memphis has been to 2 bowls more than La Tech.
Tech has been to twice as many bowls as Memphis in the past 4 years.

The toughest games we will play are against Illinois, Virginia, and Houston. If lose all 3 of those, we won't deserve to be in the Top 25 because the rest of our schedule is crap.

we beat Tulane and AP...so we're not the worst...in fact, we finished #11 in CUSA (not that it's a good thing...but not last)

we beat Tulane and AP...so we're not the worst...in fact, we finished #11 in CUSA (not that it's a good thing...but not last)
I was really talking about the worst FBS school. But looking at the Sagarin Ratings, surprisingly there were a couple of FBS schools worse than Memphis:
