Many welfare programs are available to those places anyway, and the federal government spends significant money on the territories. There is money down there though, and at least this way the territories would be paying a semblance of their fair share.

As to Bull's question, one of the ways it might differ from states is political-- by not making each territory a different state, you could merge them for purposes of a presidential election (otherwise you are tipping the scales way too far in the Dems favor). It's not perfect but at least it allows them to keep their own separate local governments while gaining the federal vote that they are supposed to be entitled to as US citizens.

I think I've come to this conclusion about Donald Trump. I hate virtually everything he says. But I like most of what he does. Not all, but most.

When you been the boss your whole life you tend to not filter what you say. Once you do that mistakes are made because it leaves a option the person you saying it might not get it.

President Trump did not spend the last 20 or 30 years worrying about making everyone like him. Or worrying about how the voters will act 20 years down the line. He's President but he's not a politician like these ******** that filter everything.
