But Charles is a de facto representative of the ODU sports community. Most ODU fans probably couldn't identify more than a dozen of the school's athletes -- and none outside football and basketball -- but they know who Charles is. For better or worse, his fate is related to the ODU athletic department's public image.
Better to ask questions and push for a resolution now than wonder what could we have done to avoid this? if Charles is killed by a car or causes injuries while running rampant.

The sad reality is I have met the owner and had interaction with this adorable dog on several occasions. The dog has more personality than the owner and from just my observation "Charles" seems to be happy, always excited to have interaction with loving contact and is great with kids. The owner on the other hand has been dismissive, arrogant and often has been rude especially when he has had a few. I have also seen the dog who is very independent and like an inquisitive child will wonder away from his owner, simply because of lack of supervision. I would love for this dog to be adopted by a loving, caring responsible family that would consider sharing this fantastic animal in some capacity with the community and University. The responsibility of such an endeavor is huge and would take a special family to accomplish this goal.
Even with that said I hate to see the current owner, who is obviously irresponsible be persecuted by the media on a public stag. I am not sure what options are available at this time, but I hope "Charles" ultimately becomes the winner after all is said and done.
My experiences (with Mr. Painter and with Charles), and my opinions on the subject, align exactly with this post. Very well stated!

Mr. Painter put himself on that public stage when he rode the dog's notoriety. If you or I or anyone else here had a "problem animal" it wouldn't be a news story, because our animals haven't had international media exposure. All he had to do to extricate himself from this predicament is to be a responsible pet owner. Anyone can have an incident where a pet gets loose on an occasion, but he has continually shown no effort to follow the city laws, which require dogs to be leashed when not on their property and has flaunted the fact that the authorities have refused to follow up on their threats of punishment for his actions. I have no problem with what the media or anyone else has done to him. The authorities certainly aren't handling the situation. As great a tragedy as it would/will be when the dog is hit by a car, because of his owner's irresponsibility, it will be a much greater tragedy if he causes an accident, because of someone trying to avoid hitting him. Mr. Painter has set the dog up to be synonymous with Old Dominion and Old Dominion sports, so it is a valid topic for discussion here. I have people talk to me and ask me about the stuff going on with him all the time, because they know what a big ODU supporter I am, so the regular, general public identifies the dog with ODU.

It would need to be an individual that steps up to adopt Charles, not ODU proper.
As cool as it might be for the school to have an actual, live mascot, I don't believe that the ODU administration has the institutional spine that is needed to prevent further contact and involvement by the recidivist owner, Mr. Painter.
The worst part of that clip (if true) -- that poor Charles was found infested with fleas. Complete shame.
