My best guess is that they take Penn State vs. Michigan. All else being equal, Ohio State vs. Penn State is a tad bigger as it has taken on a somewhat rivalry feel, but with Penn State vs. Michigan a week earlier, both teams are more likely to be undefeated going into it or at least not coming off a loss. If Penn State losses that game, it would take a little off the Ohio State/Penn State game as a result. On the flip side though, if Penn State wins that game, the Ohio State vs. Penn State game becomes all the bigger.
Other conferences schedules matter here too. If ESPN has a huge SEC match-up in a week, they can more easily pass on a big Big Ten game than in a week where they don't have as many other big games.
Very early guess (without going through most of schedule) is the order will be:
1. Ohio State/Michigan (FOX)
2. Michigan/Penn State (ABC/ESPN)
3. Notre Dame/Michigan State (FOX-they don't get as much Notre Dame)
4. Ohio State/Penn State (ABC/ESPN)
5. Oklahoma/Ohio State (FOX)
6. Wisconsin/Nebraska (ABC/ESPN)
I'd be willing to bet that Ohio St/Penn St ends up on ABC/ESPN. That will be a night game and Fox has the World Series that night. I don't think they would waste a top week pick to put something on FS1 opposite the World Series
I'd put
1. OSU/Mich (Fox)
2. OSU/Oklahoma (ABC/ESPN)
3. Notre Dame/Sparty (Fox)
4. OSU/Penn St (ABC/ESPN)
5. Mich/Penn St (Fox)

It may be kept secret, but I'd be curious if ESPN - given the fact that they also know Fox has the World Series - would wait until the later rounds of the TV week draft to pick this week.

Normally ND/MSU would be one of the top games but you got to wonder how much appeal there will be with 2 teams that had losing records last year. Game could be a potential dud. If they end up unranked, guess the network could switch to the PSU @Iowa game that same weekend.

Only thing is look at the national schedule that week. Next best game nationally might be UCLA/Stanford or Oklahoma/Baylor. I could see ESPN easily passing on that week for a much more attractive week.

Maybe women's games, but very doubtful for men's basketball at least for conference games (judging by the lack of Pac-12 games on FS2 with a similar ESPN/Fox split). I could see it being used for men's non-conference games that have been Internet-only ESPN3 or BTN Plus up to now.

The top PAC and Big 12 programs are great on the field and have strong fan support, but national TV viewership for those conf games tends to be lower than Big Ten and SEC conf games.
