If the state legislature decided that UAB could be a standalone university with its medical school, and UAT, and/or the UA system would get a medical school to replace UAB, would UAB finally get its own BOT and leave the UA system?

Your first part is highly unlikely during this upcoming session. Probably some lesser bill may pass - more members on the board from various areas, etc.

The 2nd part mentioning a medical school for UAT would not need to be a requirement for the split unless legislated.

With that said though, if the state legislature passed a bill authorizing a split, it still would need to be voted on by the people.

A lesser bill would not require a vote from the people.
UAB isn't ever going to split.
There are a number of bills that I think are likely to pass. The two most likely being the ones for equal representation and the one requiring SACS compliance training.

Would love to see the bill calling for a split come to fruition but as of now I'm not sure what degree of support there is in the legislature.

The BOT is likely fearful of even the equal representation bill because this has a much more real shot at passing. What's more is that you would likely see quite a bit of UAB and UAH cooperation which could effectively give those schools a 2/3 majority vote on the big issues thereby drastically decreasing the power and tyranny of the current BOT structure.
The one to simply restore UAB Football has the best chance of passing followed by the other two from the people I have talked with. That said everyone needs to contact their representatives. The enemy will be pushing these folks to change their vote. Don't let up.

Absolutely This! Best case scenario...
I don't believe Jack's bill includes equal representation. I believe adds 2 political spots from the 3 cities and 2 at large plus all the existing seats. Working off memory here so not 100% sure
