The way I interpret that answer is "Right after B'ham gives up all hopes of building the MPF, we will proceed to plan an OCS. Right now there is no real plans for it whatsoever".
Something about not liking the bottom of Smith Lake.

IF I'm wrong, it is not a correct interpretation. History will decide who is correct.
The MPF boat sailed & was scuttled yrs ago in the Marianas Trench w/ no one willing/able to go after it now. The BOT sunk the OCS in shallower water but still no one willing/able to raise it either.
It's doing some major reading between the lines, and leaping to conclusions, but I'm not sure I like "developing a new strategic plan for our athletics program".

I happened to like the old strategic plan. You know, the one that included a stadium.

"New" sounds too much like "changed to no longer include a stadium" and "looking forward to how that will unfold" sounds too much like, "we really don't know what we're allowed or not allowed to do or what the future holds"

I liked the old, old, old, old one. Not sure I liked the old, old, old one though. The old, old one was good. The old one was okay. Maybe the new one is better?

What was he supposed to say, "The damn BoT won't let us have an OCS, but screw them, I'll hold them up for ridicule in the newspaper and see how long I get to keep my job. I'm gonna hold my breath till they do the right thing by UAB!"?

But couldn't the "new" strategy just be building everything else before the main one?

I.E. We aren't going to look for the Stadium to come first to inspire other buildings, but do it the other way around. Building football offices and upgrading practice fields/training areas....to lead to a stadium.
That's how it looks to me. We keep making improvements across the board. If the OCS is the burr under their saddle, we upgrade everything else we can, continue to improve, and bide our time. A couple of those jagoffs are due to die or retire one of these days.

I hear soccer stadium rumors, for instance. We can do a very nice one for far less money. Football offices and locker room, practice field, those are due to come online reasonably soon.

Keep walking and after while you get where you're going... and remember that no matter what they may say in public or to a reporter, that the athletic department has a wish list, and I can hazard a guess as to what is on the very top line of that list.

I interpret it like this:

"We're planning how we can get the OCS we proposed, but I can't say that out loud without risking the operation. I also don't want to say that it is dead because some our people who know it isn't will be ticked off. So, I'm going to tell you about our new plans that include things that will actually happen soon, so you can see those positive things and report positive things about us while we still plot to circumvent Darth Sidious and the Sith Lord Council (aka BOT)."

I guess we'll have to see "how that may unfold."

I can't imagine any other strategy making more sense than that one. I assume that is the plan.
