They are probably ineligible for football because they just began their FBS football program. They have been D1 in basketball already.

Yes. UTSA is a full member of C-USA in basketball and will participate in the conference tournament. FIU is ineligible for postseason tournaments due to APR restrictions.
This is the problem with the RPI at times. Alabama is nowhere close to as good as UAB as would be suggested by the RPI, but because of their schedule, they are pretty high up there for their record.
There is potential with CUSA. Not a great year for some programs, and I think if the top 4-5 can separate from the pack and beat up on the rest of CUSA, we could easily have 5 teams in the RPI Top 100. If that happens, I think you will see folks start to schedule those top CUSA schools which in turn allows us to raise our RPIs even higher in future years.
RPI was never designed to determine how good someone is. It is used by people for that purpose, but it is simply a measurement of your record and your opponents records compared to others. How good someone is takes in a lot more factors.
