David Collins hasn't been rated by most of the recruiting websites, but he does have a rating of 88 at 247sports and is their #219 ranked player overall in the 2017 class. This is just the 247sports rankings, not their composite rankings.

Those guys are a mix of 2017 and 2018 recruits. According to a combination of 247sports & VerbalCommits, Rice offered Savion Flagg (2017 - committed to TAMU), Jase Fabres (2017 - committed to UT), and Quentin Grimes (2018 - uncommitted) from that list. Not really sure where you got the impression that Rice wasn't interested in any of those guys. Most of them probably can't get into Rice, while the 2017 options chose P5 schools. Rice has offered other Houston-area players in the 2018 class, Miller Kopp (uncommitted). Rice also made offers to multiple Houston-area 2016 recruits (Carsen Edwards & Cameron McGusty).

According to Verbal Commits, Rice just offered 2018 forward Kristian Sjolund, who is on the Chron's list. So Rice has offered 2 of the 7 2018 players on the list.

In today's environment, is it harder to land a good player when you have only one spot available? I think that being part of a high impact class of players has a big appeal.
A separate take on recruiting. 2 years ago when Chad Lott committed to Rice, someone (I can't remember who) noticed that he started following Coach Rhoades a few days (or weeks) before there was any suggestion online that he had a Rice offer (or committed to Rice). So I just glanced at Coach Rhoades' twitter followers to see if there were any interesting names. Recent followers (who are basketball players, I excluded non-players):

PG Tai Bibbs and SG Skyler Nash are both Chicago guys. Also, Rice visited with PF Taylor Bruninga a few weeks ago and he lives in central Illinois. Not sure it is any of those guys, but those are the known current recruiting connections to the Chicago area. But it could also be a different 2017 guy or a 2018 recruit for all we know. Or maybe he just likes Chicago style pizza and it was worth the airfare to him?

No. Rice currently has no 2017 commits. It currently looks like Rice will have 1-2 spots available (Drone certainly graduating, rumors say Koulechov will leave).

I'm not sure how common it is, but it seems fairly common. There are a handful of top-100 players who are uncommitted, so it isn't just lesser prospects who go this route. In the 2015 class, Chad Lott and Amir Smith were spring signees. In the 2016 class, Robert Martin Jr, Austin Meyer, and Corey Douglas were all spring signees.
